Nothing of permanence exists down here. Floating cities on the oceans, drifting along, provide refuge for outcasts. Shoreline settlements that can submerge below the waves just before storms batter the land and sea offer shelter to those seeking freedom from the stifling, suffocating dense surveillance states in which most of humanity now dwells. Some communities exist out there. Most of the Stormlands around the globe are home to nomadic tribes that outrun the heavy weather, as well as bunker dwellers who hunker down in fortified, small communities.
